Volunteers provide minor home repairs and household chores for senior citizens living in their own home in the City of St. Louis. More than four hundred volunteers from several youth programs participate in the program. SLAAA, the volunteer groups, and/or the homeowner provide the supplies and materials for the projects. Projects include yard work, painting, gutter cleaning, window cleaning, minor carpentry, etc. The Housing Partnership works to promote and enhance the quality of life in the community by creating a healthy and economically sustainable living environment for families. We accomplish this by collaborating and partnering with residents, businesses, educational institutions, and local government.

Annual grants in the three priority areas of entrepreneurship, job creation, and cultural arts. These grants are the focus of this request for proposals and are described below. We assist foundation trustees with their grantmaking decisions in an effort to help them fund creative and sustainable programs. The Affordable Housing Program encourages collaboration between financial institutions and housing organizations to create affordable housing solutions for families in need. Is your household income considered low-to-moderate based on the St. Louis Area Median Income? For instance, a two person household with a gross annual income under $40,800 is generally eligible to participate. Depending on the funding source, income guidelines are subject to change and you are encouraged to apply if you are unsure.
Plans and Reports
The Green Home Energy-Efficiency Loan Program is a low-interest loan program that helps City of St. Louis homeowners lower their utility by creating more energy-efficient homes. In 2021, St. Louis became home to a record number of refugees and asylum seekers, including over 500 people from Afghanistan. To respond to these ongoing resettlement needs, a number of funding partners have established the St. Louis Welcome Fund. Hawaii gives to pre-selected organizations and does not accept unsolicited applications for grants.
Due to the number of nonprofit providers of home repair grants and services, it will take a coordinated effort to estimate how many home repair dollars are available overall in the region. In the County, the Home Improvement Program provides home repair advice and financial assistance to qualified homeowners. Some municipalities are no longer accepting applications due to the significant numbers of applicants on its waitlist. The County does not publicly report the number of applicants or recipients of home repair assistance. Low-income housing tax credit projects are structured with 15-year funding compliance periods, meaning new equity investment and an additional capital raise can happen after this time period.
The programs and resources listed below help homeowners with home repairs and improvements. The Chiron Fund was established in 2019 to fund promising projects of nonprofit organizations with a strong track record of facilitating positive change for individuals living in economically challenging circumstances in St. Louis City and St. Louis County. We provide assistance to nonprofits in navigating the diverse funding structures of our clients and provide the foundations with information about the nonprofit landscape as a whole, as well as their particular area of interest. The contracted service program includes repairing heating and cooling systems in the home, basic plumbing and electrical work, minor home repairs to both the interior and exterior of the home, and basic home modifications to include ramps, handrails, grab bars, etc.

The City’s Healthy Home Repair program has a waitlist of over 5 years with over 1,250 applicants. Launched in 2015, the Rental Assistance Demonstration program allows public housing agencies to convert public housing to project-based Section 8 units. This allows the agency is finance repairs or physical improvements to the property using private financing or Low Income Housing Tax Credits. The Housing Authority of Saint Louis County has applied for the program but has not yet been approved, as of 2020.

Referred to as project resyndication, this process can include an additional capital raise for maintenance, especially if paired with historic rehabilitation tax credits. Local housing authorities manage repair and renovations of their units through operating expenses and capital funds. Large-scale physical improvements requiring capital funds include significant repairs such as roof replacements, mold remediation, and plumbing/sewer repairs. St. Louis Housing Authority Director Alana Green predicts the need for more than $100 million to fully address the capital needs of the City’s public housing portfolio. As of August 2021, a physical needs assessment is in the process of being completed.
Energy Efficiency Fund (Electric and Gas) – Residential Energy Efficiency Financing
Repair projects at up to 150 homes in North St. Louis County will move forward in 2021 after Beyond Housing received $3 million in grants from the Federal Home Loan Bank of Des Moines . When a user creates a grant proposal and files for submission, we pass the information on to funding administrators, grant writers, and government loan issuers. In 2020, Missouri-wide, the average household received $728 in LIHEAP energy assistance. In their Model Plan, the Missouri Department of Social Services reports that 42% of LIHEAP is used for heating assistance, 28% for crisis assistance, and 10% for weatherization assistance. There are insufficient maintenance and renovation dollars available to public housing agencies to maintain all the properties in their portfolio to a high standard.
Lemay, Affton and Mehlville homeowners in need of assistance are encouraged to apply. Please note that if you are a homeowner who has previously participated in the home repair program of The Housing Partnership /Lemay Housing Partnership within the past 10 years, you are NOT eligible to participate in this current round of funding. The Missouri Department of Social Services reports the number of households that applied and were assisted with energy efficiency programs, disaggregated by race, income level, and geography.
